The House right now is in a holding pattern, not voting on any major legislation (for a variety of reasons) and so the days are sometimes filled with resolutions that congratulate this team or that person for their accomplishments.
Last Thursday, there were votes on three different resolutions saluting one athlete, one collegiate team and one college.
H.Res. 1256 - Phil Mickelson on winning the 2010 Masters Golf Tournament
H.Res. 1336 - Univ of Texas men's swimming/diving team - NCAA Div. I Natl Championship
* H.Res. 1361 - 100th Anniversary of North Carolina Central University
I've taken a look at some of these resolutions before, as there always seem to be a few lawmakers who vote 'Present' or 'No' to make the point that the time of the U.S. House should be better spent.
Let's start with the Phil Mickelson resolution. (First, can you imagine if Tiger Woods had won? Would there have been a Tiger resolution?)
The vote was 401-0 with 8 members voting 'Present': Rep Marion Berry (D-AR), Rep. Bill Cassidy (R-LA), Rep. Jason Chaffetz (R-UT), Rep. Peter DeFazio (D-OR), Rep. Cynthia Lummis (R-WY), Rep. Jim Marshall (D-GA), Rep. Jim Oberstar (D-MN) and Rep. Tom Rooney (R-FL).
The resolution honoring the University of Texas swimming and diving team had 7 members voting 'Present'. Six of them voted 'Present' on the Mickelson resolution, Berry, Chaffetz, DeFazio, Lummis, Oberstar and Rooney. Also joining them was Rep. Lynn Westmoreland (R-GA), who said it was a protest vote about the failure of Democrats to bring up budget legislation yet for the next fiscal year.
Finally, the anniversary of North Carolina Central University was approved 408-1. No one voted 'Present' on that. The one opponent was Rep. Don Young (R-AK).
I can report that earlier this month, no one voted 'No' or 'Present' on a resolution that honored mothers for Mother's Day.
